On the planet of Cobalt, you arrive at the Vault to become the new Delegate. The Vault Keeper entrusts you with the Blue Cyber and prepares you for the journey to the center of the galaxy.

As the quest begins, the Delegate receives a message from a nearby planet. The message was recorded by a man who discovered a form of energy that could help in the fight against the Locusts.
